Do educational handouts count toward education and guidance? If a provider documents that they gave the patient educational handouts or brochures, should that count as "guidance and counseling" portion of a preventative exam?

I would say it counts per the letter of the rule, and I see it in a lot of documentation. Which I realize doesn't mean it's correct, but I've never run into a problem. On the other hand, I usually see that materials are given and "issues x,y, and z were discussed with the patient."
