Can you bill a Preventive Medicine visit 99381-99397 for a routine eye exam? BCBS is stating this patient's plan would cover a preventive visit.
 
I would think they are probably referring to the reason for the visit as in "routine exam", "annual exam"; yearly check-up type of thing. And, they probably use the eye codes for these asymptomatic reasons for visits.
