Wiki Professional New Versus Established patients

We bill the technical and professional component for KidsCare ( these are billed as Urgent Care). The question is regarding New vs. Established patients for the professional component. The pediatric physicians have their own private practice and see patients in the clinic. Do we use the guidelines for if a patient was seen at the clinic within the past 3 years or in the physicians private practice within the past 3 years.
