Can 99358 be billed by one provider in the practice and the E/M be billed by another?

For example, Provider A spends 45 minutes to review a large amount of medical records a week before the patient's appointment. A week later Provider B sees the patient and bills 99204.

Both providers are the same specialty/sub-specialty and bill under the same group NPI/tax ID.

Provider A is on new patient office coverage (review records/see new patients) for the practice when the records are reviewed then the new patient office coverage rotates to Provider B the following week when the E/M service is performed.
