28289 (Hallux rigidus correction with cheilectomy, debridement and capsular release of the first metatarsophalangeal joint) and 28160 (Hemiphalangectomy or interphalangeal joint excision, toe, proximal end of phalanx, each) are bundled together. The podiatrist did make a separate incision for the 28160 since he excised bone at the interphalangeal joint, not the proximal phalanx (which would be considered part of the metarsophalangeal joint referenced in code 28289). Even though it was the same toe, would a -59 be appropriate since a separate incision was required or would 28160 only be billable if it was done on a different toe?
