Provide Patients Electronic Access - what if the patient doesn't have internet?

What do you we do if we have a large portion of our patient population that doesn't have internet access? Should we just create a username and password for them anyway?
 
In my opinion, creating logins for patients who have not requested them or will not use them would create an unnecessary security risk in the event that the systems happened to be breached or the information stolen, and as such, doing this could increase your organization's exposure to liability. But ultimately this is a decision your organization's management should make since they are the ones responsible.
