I have a provider that provided a telephone order while she was on-call to court order a psych patient to another facility. She was on-site the next day and dictated a 99239. She also provided a telephone discharge order for another patient, and came in and dictated a 99239 the next day as well.

In reading, it looks to me like 99238 & 99239 require a final interview of the patient. Is this billable?
