Wiki Question on 99211 and patient education

I work for a small Urology Practice. One of the physicians in the group has what he calls his "sex clinic" for men with ED. I found out today that he has been billing 99211 for training on using a penis pump. The person doing the training with videos and instruction manuals is not an MA, RN, PA or NP. She is his assistant. Apparently they schedule appointments and the pt is not seen by the Dr. but only his assistant, she fills out a progress note and he signs it. They don't think this is wrong. I do. I don't believe it should be billed out at all. Please advise, any help is appreciated.
