I have a quick question on ICD-9 Vol 3. When would i use Vol 3?

I have two cases and questioning if my principal procedure would be a code listed in the ICD-9 Vol 3.

Example.
Preop dc: Breast mass
Post op dx: Fibrocystic disease of breast
Proc- Excisional breast biopsy following x-ray placement of marker

Would i code a 85.21 as the prin proc if this is for outpatient surgery?

Vol 3 codes are used only for inpatient facility claims. outpatient facility uses CPT and all physician claims, inpatient or outpatient, uses CPT codes.
