Reattach Achilles

I would really appreciate some advice on this surgery.
Doctor did a haglund's resection, including detaching and reattaching the achilles tendon. 3 weeks post op, patient fell and tore the achilles free at the surgery site on the heel. The doctor wants to do the surgery to reattach the tendon to the heel, but because podiatrists are not allowed to do "ankle" surgery in this health system, he is worried that he can not bill an achilles tendon repair.
Does anyone know whether this would actually be considered an ankle surgery?
