Reimbursement for gender identity laser hair removal?

Has anyone had experience with billing for 17380 (Electrolysis epilation), F64.9? This is services for a male transitioning into a female seeking laser hair removal before surgery. We are having TriWest tell us with a prior authorization our Esthetician can bill under our MDs credentials. This does not sound correct to me. Our Esthetician is not contracted with our carriers as services provided by her are cosmetic. However, the representative at TriWest has told us that we can bill out under our MDs credentials to receive reimbursement. Has anyone had experience with this? Thank you.
