Wiki removal or reinsertion of spine hardware?

My provided removed previoulsy implanted screws at L1 and L5, loosened those at L2-4 and removed the rod (L1-L5). Then he replaced the rod at L2-4 and tightened the screws. Is this removal? or reinsertion? He is saying because he didn't remove the screws at L2-4 that he's not reinserting hardware, but I'm saying it's reinsertion because the rod was reinserted. I know i can't use both the reinsertion and removal codes for adjacent levels. Any advice?
