Remove encrusted nasal mucus with forceps

My physician is requesting a code for removal of encrusted mucus or infected material with forceps. He is not using an endoscope just a headlight. He will be performing this procedure every 4 to 6 weeks on this patient and said it takes 20 to 30 minutes. He feels he should be billing for this service.

Would this be a debridement? I looked at cpt 31237 but since that requires an endoscope I thought of using an unlisted 31299.

Or would this be part of an E/ M?

I'm not sure how to bill for this procedure, any help is appreciated.
