Replacement of fixation screws

Does anyone have an idea as to what code to use when screws used for a subtalar joint arthrodesis are removed due to prominent heads and replaced with headless screws? I feel code 20680 just doesn't cover the whole picture. I am leaning towards unlisted code 28899. Any other ideas?
