Wiki restricted coverage status on cpt code

we have recently started doing device education for home monitoring of INR for patients on coumadin. cpt G0249 is billed for followup monitoring. G0249 has a status code of restricted. i am not familiar with this status so i am looking for direction on what effect it would have on billing for this service. Can anyone help with this?
