Physician is wanting to bill both 19380 and 19357, but CCI Edits are bundling tissue expander into the revision of reconstructed breast. Can I bill both and put a 59 modifier on cpt code 19357?

OPERATIONS:
1. Revision of right breast reconstruction by excision of redundant tissue from the posterior axilla.
2. Placement of tissue expander, right breast, for correction of disproportion.
