Yes these 2 dx cannot be billed together per the ICD10 manual rules. So try dx J30.1 and dx R09.81 or dx R09.82..these are not involved in the Excludes Rules1 ruling. Or course ensure documentation supports the above dx codes. Also if the age of the baby is newborn stautus under age of 28 days could use dx P25 or dx P27.9
