ROS and History for INPT admit codes 99221-99223

Pt is re-admitted to the Hospital (99221 thru 99223) the doctor does not dictate the ROS or History instead says "no changes to previous ROS and History please see previous admit." A coder I work with is saying that this is acceptable and that the admit codes should be billed because he reffered to the ROS and History done on a previous admit to the hospital. Can I really for an inpatient hospital admit? Thank for the help,
