If the Documentation for ROS states only as " ROS OTHERWISE NEGATIVE" is acceptable as COMPLETE for ROS or same as "ALL OTHERS NEGATIVE" please HELP.

I do not count that. They either say "all others" or list out 10 or more indivually to get credit for comprehensive.
