Wiki RR Modifier

Does the RR modifier have to be in the first position for a rental DME claim? I am seeing some claims with a blank first position and RR in the second position. Is this correct?

Modifier 1 cant be blank if there is a mod in the mod 2 position. Also pricing modifiers need to be in Mod 1 position even when there are 2 mods.
