I struggle with the anatomical regions. Per NCCI services for the same anatomic regions should not be unbundled. Would open treatment of left femoral shaft fracture and removal of skeletal traction pin left proximal tibia be considered same anatomic region? It is the same leg however, I'm seeing distinct bones warranting modifier 59.

I appreciate any feedback.
 
The thigh and leg are different anatomic areas.
Worst case scenario is that submit with a -51, have it denied and resubmit with a -59.

Problem here is that the insertion of the traction pin (20650) includes its removal and so removal is not separately reimbursable.
