Does anyone know where I can obtain a written policy regarding billing secondary claims that states it is a courtesy that we bill them and not required?
I have googled to my heart's desire, including my own state's insurance department--

You may want to check with your state insurance commissioner. In our state, if you have a contract with the secondary insurance, you're required to file.
