Secondary Closure or Complex Repair Code

MD saw a patient in 2013 who had surgery in 2007 by another physician. Patient now has an open wound over the scar. MD planning excision and closure of the wound. Can he use 13160 or is that inappropriate since it’s so many years after surgery? If not MD thinking a Complex repair code of 13131.
