Example: Primary assigned a $15 copay to the visit, then secondary assigned $18.40 to patient's deductible for the same visit. Does the patient owe $15 or $18.40?

Example: Primary assigned a $15 copay to the visit, then secondary assigned $4.90 to the deductible. Does the patient owe $15 or $19.90?
