I have three certifications, CPC, CEMC, CASCC. I have not been actively coding for 3 years due to Covid layoff and present job is
minimal coding. Is there any refresher course out there that I can take? Or is there an employer willing to give me a chance at a part time remote
position? I have a very diversified background. Thank you for any advice!

You may want to consider a CPC review class. Some chapters do offer them virtual.
Otherwise, I would just stay active with a variety of free educational materials. NAMAS articles, CMS or MAC updates, AAPC local chapter classes.
Especially with a CEMC, I would suggest making sure you are 100% familiar with the current E&M guidelines.
In terms of finding an employer, that will take legwork on your behalf and be rather hit or miss. Maybe contract work?? I can tell you as a hiring manager, I wouldn't be thrilled with the idea of someone wanting to work remote part time when they are out of practice. Spend some time brushing up on your skills to put your best foot forward during an interview.
