can we bill for 2 visits on the same day, same diagnosis?

Patient was hit in the eye and seen in the ER - Patient came to our office a few days later complaining of eye pain. Patient was seen and refused narcotic pain medication, however, they called back later in the day, wanting to be seen again and to get the rx for the narcotic pain medicine.

Can I bill for the 2nd visit? Thanks for you help.
 
That depends on the circumstance and documentation. Was the Rx created and refused earlier? What services, MDM, addt'l history or addt'l exam notes taken and documented?
