Wiki Select Specialty Hospital to OP Procedure

We have a patient who is inpatient at a Select Specialty Hospital (who rents a floor of another large hospital). Within the admit dates they were taken to the OP Surgical floor of the larger hospital for a procedure then taken back to Select Specialty. Instruction given and guidelines I can find indicate the procedure is POS 22 as it was done Outpatient and not in the Hospital they were an admitted patient. The claim denied for place of service. Select Specialty Hospital does not have it's own surgical suite so it could not be a mistake in where the surgery occurred. Any help is appreciated.
