I am trying to understand collecting self pay fee and still billing patients insurance. Our office is out of network with insurances and we have some patients that do not have out of network benefits so they self pay for their visits. Should I still bill there insurance even though we collect a fee from them and the insurance is not going to pay?

I would seek direction from your patient. There may be a reason the claim would need to be a part of their record. And I would make sure not to accept assignment.
