Is it a legal requirement that you must file a claim to a secondary insurance because you are a participating provider with them, even if the primary paid the claim 100%?
 
Wow...never heard of that one! If the claim is paid in full by the primary there is no COB so no reason to send a claim to the secondary, regardless of contractual status.
