Is it a legal requirement that you must file a claim to a secondary insurance because you are a participating provider with them, even if the primary paid the claim 100%?

Wow...never heard of that one! If the claim is paid in full by the primary there is no COB so no reason to send a claim to the secondary, regardless of contractual status.

Did the patient pay any portion at all? If so it should be sent so that the secondary is aware of any OOP amount.
