One of my doctors had a phone conference with a person from Saif Co. to establish a worker's comp case. Can I bill for this? I can't find any code that sounds right.

Has he had a face to face encounter with the patient? or is one planned in the very near future? Did the doc documetent the time spent on the phone? add on code 99358 MIGHT be an option, I know Ca work comp pays this code.
