Soft tissue excision of skin lesion.

So, because of "Excision of Benign Lesions or Superficial subcutaneous soft tissue tumors that are cutaneous in origin (i.e., sebaceous cyst) are coded with integumentary system codes (11400-11446)" we can NOT use a muskuloskeletal/soft tissue CPT? Even if the surgeon documents that the cyst/lesion extended into the deep fascia?
I have seen this kind of excision with a pathology diagnosis of epidermal inclusion cyst.
