hands down ACCURACY!!!!
If the coder is fast and there is a potential to make mistakes and would delay payment or no payment altogether. If the coder is accurate reimbursment and compliance would not be an issue. You can be fined or worse for non compliance, up or down coding.

fast, consistent, and accurate is best. A coder should posses the both qualities.
