Wiki Splint application in ER

We are having a discussion on if a patient is seen in the ER, the ER Nurse applies a splint with the supervision of the ER Physician, can the physician charge for the application? I know this sounds easy enough to answer yes to, however since the hospital bills for ancillary services is the code they bill the same as the code the physician would bill, if so is this double dipping?
