Wiki Split Labor epidural to c-section ?

Hello,
I have trouble with understanding how to do split charges.

Labor Epidural started by other doc (not with my billing group & I do not have that start time)
My doc took over at 19:10-21:05 for c-section due to failure to progress.

How should these charges look? I believe I am overthinking these.

I thought about just charging the 01961 (c-section) but I don't know if that is appropriate since the epidural is already in place and he is only monitoring...
But if I use +01968, I have to report 01967 as my primary code and he didn't do this...

Any help is appreciated! :D
