Wiki Split-thickness skin graft 15100 to cover free muscle flap 15756

My provider performed a free muscle flap 15756 from the chest to the leg, then harvested a split-thickness skin graft from the contralateral thigh and applied to the flap recipient site to cover the muscle flap. NCCI bundles 15100 into 15756. Would these procedures be considered separate and distinct, and would it be appropriate to append modifier 59 to 15100 and override the bundling edit in this case?
