Wiki SPT Clogged– A surgical complication?

If a patient had an open SPT placement, then 15 days later the tube becomes clogged and they present to the ER, would this visit be considered a complication of the surgery and not eligible for payment with modifier 24? OR could it be considered unrelated since it's not a direct complication of the surgery but rather a separate issue (clogging of the tube). Thoughts?
