I am a certified coder who now works at our Local Health Dept. While I am not in a "coding or billing" position at this time, I do enter charges from encounters on occassion. There have be several things that I have questioned since working here but have been told that " the health dept. is exempt from following coding and billing guidelines and that there are special exceptions. Can anyone give me some feedback on this and references i can use

I used to work for a Local Public Health Department (county). I researched the State statutes and Administrative Rules for guidance on everything. I believe most states have some type of provider information. My state (Oregon) adopted the same code sets as CMS, but the rules were not exactly the same as CMS. Good luck in your research.
