If someone has a lithotripsy with a stent placement then comes back to the office for a cystoscopy with stent removal can the the cystoscopy with stent removal be billed separately or should it be bundled with the surgery?

I was told that if it is outside the body then it is included and if you need a scope to get it, it is billable.
