Submitting Unlocked charts to Insurance

Hello everyone! I need help. One of my providers keeps requesting that our coding department submit unlocked charts to insurance including Medicare. I am telling them they cannot do this and they are requesting 'proof" Please help!
 
What do you mean by 'unlocked charts'? Is this an incomplete chart? unsigned? I think we would need more information before we can answer you, but an unsigned/unattested chart is risky because there may be errors or missing information.
