Patient delivered with no prenatal care and no guarantee she will come in for postpartum follow up care. We billed 59409 delivery only.
The provider saw her the next day for subsequent care and then again for discharge. Can we code/bill for 99232 and 99234 on the same day?

No. 99234 is only reported when the hospital ADMISSION and discharge happen on the same calendar date (even if a different times on the same date of service). You have said this is subsequent care and then a discharge visit on the same date. In that case, you add all the day's documentation into the discharge management code 99238 or 99239.
 
In many practices, if the intent is that the patient will have all her postpartum care with the same provider who delivered, we would hold the billing until at least the first office postpartum occurs, and then bill for delivery + PP. However if you are not providing the PP, then as indicated by @nielynco, bill just the discharge.
