I am having issue trying to find out if a Sulcal Laceration repair would be considered part of the global package or can I bill 12042 or bill the delivery code with a modifier 22?

We have never billed anything extra for a "regular " sulcal laceration repair. If it was extensive and there was documentation to support a mod 22, then yes.
