If patient is seen for suture removal a few days after a procedure and the procedure does not have a 10 or 90 day global are we allowed to charge for the nurse visit to remove the sutures and apply a new dressing?

If the original procedure had 0 global days, then your next encounter with the patient is coded based on the documentation for that visit .... in your case the appropriate level E/M looks like it would most likely be 99211.
