Tarsal Tunnel Decompression

I have a physician who did a Tarsal Tunnel Decompression and the operative report also notes he traced the Tibial Nerve down to it's terminal branches medial, lateral, and plantar nerves also to the medial calcaneal branch. Each of these nerves were decompressed.

Looking at CPT 28035 it appears decompressing all these nerve branches are included in the procedure. Is that correct? Would it be possible to bill for additional 28035 with a reduced modifier?
