Wiki Tarsometatarsal fusion, medial eminence removal, Akin osteotomy

I know this has been discussed in parts over the years in this forum but I can't find this scenario.
If the surgeon fuses the 1st tarsometatarsal joint together, removes the medial eminence and performs an Akin osteotomy on the first proximal phalanx, which code pair do you pick and why?
28297 =first tarsometatarsal fusion with removal of medial eminence
28310 - 59 (or -XS) = osteotomy, first proximal phalanx
-OR-
28740 = tarsometatarsal fusion, single joint
28298 = Akin osteotomy with medial eminence removal

A coding mentor just found a Coding Clinic from 2nd quarter of 2021 that states all three (tarsometatarsal fusion with medial eminence removal with Akin osteotomy) are included in the 28297. I thought for sure it would be 2 codes.
Never mind!
