Wiki TAVR placed but didn't work

Question on billing a TAVR(33361). The TAVR valve was inserted but didn't function. Pt was transferred from the cath lab to the OR.
Can we still bill for the TAVR or should we add a modifier for reduced services, as it will most likely be removed when the pt is in the OR.
I'm working on the cath lab charges only.
