I am not sure if this question has been asked before but if it has I apologize for asking again, but my question is if provider spends 7 or less minutes on the telephone with patient and the carrier uses the 9921X with modifer GT for telehealth. Would this encounter be billable?

What I am interpreting here:
1) The visit was not full telehealth, but audio only for 7 minutes.
2) The carrier has explicitly instructed that an audio only visit is NOT billed with 99441-99443 but rather 99211-99215-GT.
3) This meets the various requirements - patient requested visit, patient consent, etc.
If all three are true, and the carrier has states to use 99211-99215, then I would use the requirements of those codes. Which means you could level by MDM or total provider time for the day.
I would find statement 2 above to be highly unusual. I do not have a single carrier stating this.
