When coding 97110 and 97116 are they bundled? I was always taught that they could be coded separately.

So on the same encounter I can have both the 97110 and 97116 for that patient on the same day. I was audited today and was told that I could only use the 97116 but had to delete the 97110 because the 97116 was more specific. I totally disagreed but couldn't find anything to back up my reasoning. Any suggestion where I could find information. Thank you so much for the!!!
