Therapy visit

a patient comes in with the chief complaint on the note as "therapy". At the end of the exam note, he states "TENS/massage". I have questioned what the intent of the patients visit was but my question is, is TENS/massage something that is billable by an FP or not? I've not encountered this before and need some feedback pls....
