Time based coding is usually face-to-face but is it the same for testing, specifically 95974? If so, where is this documented? The region is J8 but it would be good to see requirements from other regions for comparison. Thank you.

All you need is the CPT guidelines. It is time based. Guidelines state 31 min or less use modifier 52. so 32-60 bill for the hour. It follows the standard 50% rule where you need to spend at least 50% of the time specified to bill. in this case instead of not billing if under 50% of the time it specifies to use the reduced services mod.
